2.移民纸复印件
3.两份身份证明文件复印件(如驾照,医疗卡,信用卡)
4.两张彩色或黑白一年内的照片(专用公民照),并在每张照片下面空白处签名.

申请费用支付:
申请费,成人申请200加元,18岁以下申请100加元
在申请表中附带着一张交费单,拿这张交费单去银行交费,银行会给您出具一张收据,把这张收据连同上述的文件一起寄到下面的地址:

考试程序:

稍微提前一点到达指定地点等候,到点后进入考场,通常由50-60人一起考试。首先考官宣布一些注意事项,然后逐个叫到前面,问一些基本的问题,查核所要求的文件,发给答卷纸。等所有的人都面试完了。发给试卷,开始考试。

总共有20题,很简单,但需要注意的是前四个问题是关于选举权和被选举权,选举的程序,怎样注册,加拿大历史、地理及公民的权利和义务。是必须答对的,错一个也不能通过。前四个问题正确,错题总数不超过12个就可以通过。


考完试就回家等着唱歌把。

公民宣誓:

考试通过后,获通知参加公民宣誓,14岁以上均参加宣誓。宣誓时承诺:效忠女皇,遵守加拿大法律和实行加拿大公民的一切职责。宣誓后即得到公民证及一纪录你的入籍文件。如因故不能参加宣誓,可申请延期,否则将被取消申请。

一、护照有效期不满六个月可申请延期。过期护照不能办理护照延期手续。申请护照延期须:
1、交验本人所持中国护照以及提供复印件(资料页);
2、填写“中国护照、旅行证、护照延期、加注、加页申请表”一份;
3、交近期正面免冠二寸照片一张(贴在申请表上);
4、提供获准在加拿大工作、学习或居留的证件及复印件;
5、获加拿大永久居民身份满5年者,还须提供未入加拿大国籍的证明。此证明可向当地移民局或下列地址申请:

当“适合安度晚年”的城市气质与其来势汹汹的能源力量、藏在谈判桌下厮杀的政企利益、动辄几亿加币的大型机电项目纠缠在一起时,埃德蒙顿的趣味才变得层次分明起来。

虽 然它的发迹史依旧平顺通俗——上世纪40年代城市南部鲁迪克镇(Leduc)首次发现石油,继而红水镇(Redwater)附近又不断发现油地。一夜间, 没落之城突然挤满怀揣各种梦想与鬼胎的淘金客。繁荣的石油工业提供了大量就业机会,不但使其获得“石油之都”美名,持续涌入的新移民还将埃德蒙顿失业率一 度降为全加拿大最低。它成为世界石油(艾伯塔省近 97% 石油储量都位于大埃德蒙顿区)、天然气、石化业和加拿大北部巨型设施供应中心。自1950年起,城市人口从十五万上涨到二十七万,直

到1960年移民浪潮 才有所回落。但伴随着1973年石油危机和1979年伊朗革命的发生,原油价格大幅上涨,埃德蒙顿再次进入兴旺阶段:1981年城市人口已达到五十二万。 通过危机政府意识到,单纯依赖石油工业相当风险,于是自1990年后,埃城开始全力发展多样性工作市场。2006年至2010年间,它又接纳了八万多新居 民(大部分为年轻男性)。即使在全球经济低迷发生之前,埃德蒙顿还保持着连续三年经济增长率超过5%的纪录,一度被怀疑“过热”。

为实现绿色承诺,它每年花费140万到180万加币投资 于可再生能源、实施更有效的锅炉技术和购买积分以抵消其排放量。但烧钱让承诺变得越来越重。2010年,终于撑不住的EPCOR将生意中部分发电业务转让 给“Capital Power”公司(以现金债和股权换取)。后者立即跑到能源管理委员会,谋求从以往约束中撤出。“‘GP3’处于不利地位,因为它的守法成本比其他煤炭发 电竞争对手高出很多。我们要求一个公平的竞争环境。”Capital Power在申请中不无委屈。然而委员会却在2011年初“冷酷地”驳回了申请。“如果严格的政府标准不被严格执行,以后我们就没有权利去处理那些缺乏环 境标准的项目。当初EPCOR公司自愿接受这个负担,其盈利能力相应降低是可以预见的事。”

到底是EPCOR“搬起石头砸自己的脚” 还是政府不体恤企业苦衷、手段太过刚硬,一时间工业评判和反思声充满全城。“艾伯塔省温室气体排放的最大来源就是燃煤电厂,仅2008年全省电力部门就占 了大型工业排放量的44%。我赞许委员会为保证管理过程完整性而做出的决定。但如果不是通过强悍的政府立法,那些投资者拥有的公司愿意支付多少钱来解决气 候变化问题呢?”Ruth有些无奈地说。

当 我和Old strathcona(旧斯达孔拿历史区)商业协会负责人Shirley lowe坐在热门餐厅“Packrat louie ”享用难得的美味牡蛎时,关于某位人物的共同话题浮上桌面——Shirley是Jane Jacobs(简·雅各布斯)的忠实粉丝,不仅因为这位世界级城市规划大师来自加拿大,更因其著作“The Death and Life of Great American Cities”(《美国大城市的死与生》)解释了“Old strathcona”曲折的蜕变史。

如今的“Old strathcona”经历了生长消退,丝毫看不出过去险些被资本斗争扼死胎中的痕迹。117年前当Calgary-Edmonton铁路公司将卡尔加里 和北萨斯喀彻温河(North Saskatchewan)北岸的Edmonton连接起来时,为垄断未来铁路沿线地价升值所带来的利益,他们在河南岸建立了一个叫做“South Edmonton”的定居点,也就是“Old Strathcona”前身。历史上这个“假冒”的埃德蒙顿还一度成为附近的商业中心,比真正的还要繁荣。进入20世纪后,由于铁路运输的带动,河北岸的 埃德蒙顿也进入了黄金发展期,基础设施大量兴建、拓展速度开始超过南岸。1912年,当地居民正式投票表决将Strathcona并入埃德蒙顿。此后几十 年,“Old Strathcona”依旧保持着大学城与南部定居点的地位,但在经济上并无建树。到了20世纪70年代,河北岸市中心大规模的重建工程更使其变为城市的 遗忘角落,依旧保留着20世纪初原貌。正因为这种忽视使得“Old Strathcona”成为加拿大境内少数几个保留了第一代历史建筑群的地区。2007年,“The Old Strathcona Provincial Historic Area”正式创立。

申 办委员会抱着埃德蒙顿从此将成西部灵魂城市的热切心态做了各项研究:承办世博会需要投资23亿加币,给加拿大带来26亿加币的经济影响,其中23亿直接供 应给艾伯塔省。它被预计创造三万七千个就业机会、产生15亿加币薪资。政府获得的税收利润将达818万加币。89%的艾伯塔人认为埃德蒙顿能够成功胜 任,78%的人认同举办2017年世博会收益会大于支出。

当然,市长心里还盘算着另外一件事。从人力能源、知识能源、可再生能源、创 新能源到国家环保觉醒,它能帮助埃德蒙顿在全球能源讨论中立足于领导者地位。对于主要场馆提供方艾伯塔大学来说,这也不简单是2017年夏季的三个月。后 世博建筑将转化为学术和研究场所,支持学校跻身为2020年全球20大公立研究院所之一。在2012年秋季投票结果出来之前,这座首府城市已然做好了全赢 的准备。

我 经常去卡尔加里出差,知道它常被拿来与首府城市做比较。前者像个雇员城市,美国公司把总部设在那里,人们来来去去。而埃德蒙顿更想建立属于自己的、永恒的 东西。无论文化、音乐还是表现艺术。新移民来此创业,然后传给下一代,有长期定居的感觉。我们被祝福的不只是石油财富。"

从幼儿园到12年级,教育免费

当 人们考虑在某个地方定居下来时脑海中就盘旋着两件事:经济因素和就业渠道。如果居民没有好的教育水平或政府不致力于社会教育,以上两者都不会变好。埃德蒙 顿凭借10多所大学(包括学院),每年超过14万的招生为城市经济未来作出了重大承诺。我在这座城市听到的最令人惊奇的话就是“因为公立学校质量太高,没 人去私立学校,后者就慢慢衰落到消失了”。这似乎是个“蛋生鸡、鸡生蛋”式的良性循环,58万人左右的劳动力为埃德蒙顿提供了充足税基以支持教育系统;强 悍的教育力量又使城市拥有了北美最好的训练有素的职业队伍之一,58万中有46%的人获得大专以上学位。难怪新移民往往是举家搬迁到这里,从幼儿园到12 年级的免费高质量教育还不够吸引人吗?

这 片由犹太人建造,动用一万五千名工人、耗资十一亿美元完成的世界最大购物中心位于87th 街与17Oth街之间,四十四公顷占据了四十八条街道面积。有了“西贸”(华人俗称),埃德蒙顿少了许多抱怨城市无趣的声音。尤其此地过于辽阔,邮政单位 拨配的邮递区号就有三个。为防止游客迷路,商场特别印制了一本沉重的购物指南并在街旁遍设求助


电话,拿起话筒立刻有工作人员指点迷津。上年纪的人往往要租 辆小电动车代步,即使如此要逛完“西贸”所有地方,也需要两整天时间。没人会好好走到底,单是购物区内为游客按摩脚底的推拿机就够生意兴隆了。

我 更愿意称呼它为“奇观”,而不是单纯购物娱乐之地。想想看,两万四千名雇员在这个不分四季的“城中城”内每年招待着超过两千万(艾伯塔省人口7倍)的访 客,给当地服务业带来多大刺激?世界最大的室内游乐场(拥有25个游乐设施)、最大的室内三环过山车(1285米长的轨道)、最大的室内人工湖(包括哥伦 布的圣玛丽号复制帆船)、最大的室内人工造浪泳池(1250万公升水)、最大的停车场(车位达2万个)、最高的室内蹦极台(30米上,30米下)??八百 多家商店、一百一十多家饮食店、五十八个出口和二十六个电影院令人咋舌地汇聚在一起,埃德蒙顿终于有点像个北美城市了。它极力证明着自己除石油开采外的能 力,并越来越有大都市的样子了。

Jasper:比班夫更适合平静内心

去Banff(班夫)经常听的是世界旅人如 何在一次到访后爱上这个地方,从此定居小镇的暧昧故事。那里因此多了精致奢侈品店、温柔日本导购员和不断攀升的豪华酒店房价。相比之下,Jasper(贾 斯珀)更多继承了埃德蒙顿的精神衣钵:内向、本土、平静,落基山脉的原始趣味保留完好。

首府城市认为贾斯珀是周末度假的后花园,其实 车程却要3个多小时,比从卡尔加里开去还远。所幸一路并不寂寞,从露易丝湖到贾斯珀的公路(据说是世界上最美的车道)专门沿河谷兴建,方便游客观赏落基山 脉壮丽风光。车窗外峡谷、瀑布、溪流、翡翠湖泊和大片原野交错分布,路旁不时出现“野生动物出没”的标示。有运的人能看到麋鹿或灰熊从路边大摇大摆走过。

Jasper National Park(贾斯珀国家公园)是落基山脉下面积最大的一个公园。以Maligne Canyon(玛琳峡谷)和columbia icefield(哥伦比亚冰原)出名。前者距离贾斯珀小镇1个小时车程,拥有宽1公里的深谷,岩壁陡峭程度逼近90度,最深处5.5公里深。绝对是户外 徒步、探险爱好者的殿堂。后者是除北极圈外世界上最大的冰原遗迹,面积达325平方公里。冰原共有8条河,单是名气最响的Athabasca Glacier(阿发巴斯格冰河)每年就吸引数百万游客。深度在180米到300米之间的冰层在阳光下散发着剔透蓝光,是那种无缘在夏季见到,宁可等到冬 日重来的美景。

我个人更偏爱Maligne Lake(玛琳湖)周围一带。拖着皮划艇的寂寞少年、开着复古敞篷捷豹的美国游客和大多数本地旅客一起,星散在

湖边每个角落。在高大茂密的树林里走一段, 总会碰见几个善意同行者。机灵的松鼠常常尾随一路,待你发现时迅速窜上枝头逃跑。除了它,我无缘见到贾斯珀真正的居民:北美红鹿、大角羊、黑熊和野狼。它 们加起来的数目比住客还多,行动自由生活富足。为此每户房屋、度假村前的垃圾桶还特别设计了“防熊扒手”机关,因为担心动物们吃到坏东西伤身体,改用内扳 式垃圾盖让大掌熊们无法伸进。粗狂自然被互相关怀的小细节弄得体贴了起来,湖面周边做了伸出水面的木质阳台。有新婚夫妇站在上面拍照,树枝和水鸟都扑进了 镜头。

回到贾斯珀小镇时已近黄昏,每家挂起娇艳小花篮的白房子都亮起了橘色灯。街道上白天的雨水还未散去,不时被重型机车

呼啸而过掀 起水花。沿途酒吧和小餐馆开始热闹,一直衍生到停有废弃火车头的铁轨尽头。坦白说,这不是一个国际化的时髦聚点,但不妨碍它胸怀广阔自得其乐。如果没有蜂 拥而至的游客,它照样会按西部风情小镇的样子活得很好。

石油之外的城市精神:Festival

埃德蒙顿作为加拿 大“节庆之都”是个不容小觑的事实。在我们到达的短短一周内,就遭遇了大大小小五场庆祝活动。这座城市一年几乎要庆祝超过30个节日,数不尽的各种表演集 会。尽管它的百货商场展销会没那么高端,音乐会没那么Rock,娱乐设施没那么新颖,有时候一场户外盛会就单纯为了站着吃东西或在阳光下看热闹。但它毕竟 是加拿大“石油首都”,能够打破平静古板城市生活的武器不就是抓住一切机会,不遗余力的玩乐吗?

“埃德蒙顿的现代化可以说是世界经济 现代化的缩影:得益于石油、天然气、煤炭与核裂变能的广泛应用。但是它的担忧也同样源自于此:以1995年世界石油年开采量33.2亿吨计算,石油储量大 约在2050左右宣告枯竭;天然气储备将在57~65年内枯竭;煤只能供应169年;铀可维持到21世纪30年代中期;核聚变到205

道德在哪里?加拿大华人市场假货泛滥

“当道德成为稀少品的时候,商人卖的就不是商品的价值,而是道德的高贵。”

这是一位华商面对今日加国华人市场假货泛滥现象的肺腑之言。

三家加国华人公司因贩卖假冒名牌皮包,近日被联邦法院判决重罚250万元,成为加国史上最大侵权“打假”案。

诸如假冒LV,巴宝莉等名牌商品之类的事,在华人消费群中早就见惯不怪,依附着世上最强劲的中国“假货”制造工厂,世上任何名牌商品都可以廉价“复 制”于消费市场,“价廉物美”令无数消费者趋之若鹜,很多人认为这无伤大雅,也不会如染毒食品般毒害人体,但有无想过,当“假冒伪劣”逐渐渗入社会肌肤, 朴实民风丧落,商家不再有道德的约束规范,那消费者得到的绝对不是谈笑一过之事,尝到的结果就可能很悲哀。

于是,满怀喜悦准备回国探亲,买上了号称加国本土农场自产的花旗参,准备作为礼品馈赠国内亲友,但却是买到的源自大陆本土的“催化”廉价冒牌参,真 是“出口转内销“,买了号称北美专产的诸如补肾养滋,补钙延寿,增智商免疫力等保健食品,结果可能其中营养不及糖水,甚至添加化学剂或抗生素…。

挂羊头卖狗肉欺骗消费者日益猖獗

难道华人社会还能容忍“假冒伪劣”商品吗?

从事安省农场花旗参直销生意的ž小姐称,现在市面上到处都充塞着大陆生产的所谓本地自销花旗参,店铺及私人都有售卖。大陆参冒充本地参以前一直都 有,但现在是越来越猖獗,销量甚至超过本地参,主要原因是其批发价至少比本地产参便宜一半以上,从外表上又不易分辨,很容易骗过不懂的顾客,但实际上两者 质量差别很大,只要用口尝一下,或放在水中一尝,大陆假参味苦而淡,没有正宗花旗参甘甜回味,消费者应学会清楚辨识。

据熟悉内情者称,大陆产参是用北美花旗参种子,在大陆东北地区大面积栽种,而且是以化肥及化学农药催化成熟,在北美需要5,6年才能长成的人参,在 那里只需1,2年催化成长,品质很差,但利用廉价土地及劳动力,其成本最多只及本地的一成,所以可以廉价外销,进口加国有的是以中药名义,有的是先出口加 拿大真正花旗参进中国,然后以加工品名义将替换后假冒的大陆参运销加拿大。

在加国“打假”可能比中国都难

本地一位华商L先生为自己保健品正名,花了约一年时间,上万元请律师来“打假”,但最终却是无奈“认输”,他失望感叹,估计不太可能在加拿大打败假 冒品,加拿大在“打假”方面投入资源太少,全加针对假冒伪劣食品,保健品的全职调查员才35人,平均一省才3人,而且这类案件主要发生在华人或其他少数族 裔社区,调查难度更大。皇家骑警负责受理报案,但在加国存在着一种潜规则,即是非致命或是媒体大量曝光案,一般都不会全力去追查,这可能与加国是一尊从诚 信的社会有关,其假设人人都能遵纪守法,不会去犯法制造假冒伪劣食品,但实情并非如此。

L先生认为,加国在现行法律程序上不利于“打假”如果你向监管部门投诉假冒商品,自己需要举证,而且他们办事效率很慢,一宗案调查可能就要耗时 4,5年,所以建议你以民事诉讼方式直接控告假冒商家,但这也要2,3年的诉讼期,一般正当小商人没有像LV大公司的财力,自己花时间精力收集证据告倒对 方的能力很有限。

伪劣保健品充斥市场消费者极易上当

目前消费市场确实存在“劣币驱良币”的现象,假货不受监管,四处泛滥,反而正当产品需要填几十份报表申报检验,而且受到严格监察,熟悉保健品行情的 商人称,现在北美华人市场所谓的保健品,绝大多数是假冒伪劣产品,即使吃了死不了人,但功效与宣传吹捧的完全搭不上关系,但少数正当商家向假冒商家发动 “打假”攻势,却受到越来越狡猾不法商人的挑战,孤立无援,就如L先生所言,现在北美大陆移民越来越多,其中不乏有经验的造假高手,他们假冒商品主要是对 华人社区下手,只要能骗到钱,什么保健品都能假冒出来,而且都有高超“避险”能力,他们先是登记注册一家有限公司开始造假,对外联络只有一个信箱地址,他 们完全不理传票及诉讼,即使法庭有判决,根本没有资产可追查,执法单位也就难以执行处罚,而他们倒一家后,可以另外再登记注册一家公司,开一个信箱地址, 重操旧业,继续骗人。

怎么办?邪恶最终还是会败在正义之下,武器就是道德诚信。就像对未来从不失去​​信心的L先生所言,当社会欺诈,假冒走向极端之时,道德就是最稀贵品,产品及商家的诚信会唤回顾客,试过假冒品的顾客总是会回到诚信的一边,不会永远受骗上当。

加拿大当农场主应当知道的权利和义务

随着世界粮食危机的到来,开始有越来越多的中国移民看到了农场投资的巨大潜力,投身到农场经营的热潮在加拿大华人社区正悄然兴起。

大家都知道,在加拿大经营农场享受着政府极其优厚的优惠政策,不仅孩子上学享受免费接送(如果在城市里,乘坐校车一般是需要交费的),土地税减少75%, 还有各种农业基础建设和改建的补贴,以及不断更新的其他农业优惠政策。生活在加拿大“农村”的农场主们似乎不仅没有任何生活上的不便,还享尽了好处!那 么,为什么加拿大政府要对农场主们这么好呢?其实,那是因为农场主们还承担着一些很重要的责任和义务:

1、为城市提供粮食、肉、蛋、奶、蔬菜、水果等生活必需品。如果说“农场供养着城市”,应该也不为过,加拿大甚至就有个著名的农业组织,名字就叫“Farmers Feed Cities”。

2、为国民生产提供原材料。据统计,每年加拿大国民生产的原材料有40-50%都来自农产品,可见农业生产的重要性。

3、保护生态环境。加拿大的农场主们还有一项特殊的义务,就是维护农场的生态环境和耕地的养分平衡。也就是说,虽然你买了农场,做了农场的主人,但并不是 农场内的一切你都说了算,加拿大的农场主们在耕种的同时,还要辛勤打理农场,保持农场的整洁、干净,爱护农场里的生物,定期维护耕地,保证耕地养分的平 衡。



看,其实在加拿大当农场主也没那么简单,如果你把自己的农场弄得乱七八糟,就很可能会受到邻居举报,那么,一笔数额巨大的罚款可就等着你来付了!

加拿大-中国农业与食品发展交流中心作为加拿大重要的农业机构,走访过不少华人农场,也接触过很多西人农场主,很不好意思地说,许多西大农场主对华 人经营的农场颇有微词。其实,绝大多数华人农场主在经营中还是很注意农场维护的,但就是有那么一小部分人破坏了咱们华人的整体形象。

一家种植亚洲蔬菜的华人农场,为了节省蔬菜垃圾处理费,直接将垃圾倒在自己农场里的沟渠中,日积月累,以前有鱼虾生活的清澈沟渠变成了臭气熏天的臭水沟,不仅污染了自己农场的环境,也严重影响了周边邻居的农场环境。

一家已经卖掉的华人农场,现任西人农场主在耕种的时候才发现,耕地下面竟然埋着很多各种各样的建筑和生活垃圾,好好一个农场弄得跟个垃圾填埋场似的,气得现在的农场主逢人就说华人的农场买不得。

还有一家华人农场,平时倒是把农场打理得很像个样子,可一到了农忙时节,为了雇人方便,就在农场乱搭乱建,草坪也顾不上修整了,杂草丛生,在附近邻居中造成了很不好的影响。

另外,有些华人农场主在经营时只管种不管维护,几年过后,农场耕地的土质严重下降,再想从新恢复不仅需要投入大量人力、物力,还不得不花费很长时间,而如果不从新恢复土质,不仅自己的收成受损,想转手卖出去也很困难。

所谓入乡随俗,既然咱们决定到加拿大生活,就该多了解这里的风土人情,尽快融入到加拿大社会的大环境中,经营农场也一样,要尽快熟悉这里经营农场的规矩, 在经营农场的同时,也要及时打理农场,多注意维护耕地的土质,保护农场的生态环境,也算是保护世界生态环境“从我做起”吧!

回加都能带些啥?你不能不知的海关规定

夏季是到国外旅行的旺季,很多华裔移民更是在这时回国探亲访友。返加时什么可以带什么不可以带?每个人都朦朦胧胧知道一些,但又知道得不周全不确切。还有 一些人则抱着侥幸心理带违例品闯关。不论有意无意,一旦被发现触犯海关规定,物品被罚没,以至留下不良纪录,从此成为海关“重点照顾”对象,麻烦上身实在 得不偿失。

从国外回加的人总会琢磨什么能带什么不能带,实际上
加拿大海关绝没有传说中的那样这不能带那不能带。海关规定:旅行者进入加拿大可以带随行的个人用品,这些个人用品包括服装、野营和运动用品、相机、个人计算机,甚至包括私家车辆、游船,但旅行者必须在抵达加拿大第一个口岸海关的时候申报以上物品。

如果旅行者离境时携带同样的物品,就不需要交关税,不过这些申报的物品不能是供加拿大居民所使用、不能由加拿大境内的商业机构使用、不能作为礼物送给加拿 大居民、不能销毁或遗弃在加拿大。如果旅行者携带物品很多,海关有可能要求你存一定量的保证金,在离境的时候如果没有问题再返还。


这里所说的礼品,是指旅行者给加拿大的朋友带的免税礼物。每件礼品价值要在60加元以下,超过60元的礼物需要交税,但是烟酒或者商业用途的物品不能当作礼物。


由于加拿大移民政策紧缩,从中国来的留学生现在明显多于新移民。海关对与到加拿大工作和学习36个月以上的人则有另外规定,可带的东西比一般旅客要多得 多。比如可以免税带入个人用品和居家物品,比如家具、餐具、装饰品和车辆等。但是这些物品不能是送给加拿大境内居民使用,不能把所带物品在加拿大境内销售 或者处理掉,最终离境时必须把所有仍可使用的上述物品带走。当然从理论上来讲,监管把自己的东西在加拿大境内卖掉存在一定的难度,但是作为留学生一定要心 里清楚这些规定。


如果携带珠宝,在入境前则要准备2份行李清单,包括品牌型号、价值、序列号等。类似难以估价的珠宝,最好使用珠宝投保的保险公司使用的描述术语,外加珠宝商签名和日期的珠宝照片。


在入境首次入关的地方,个人需要提供入境物品清单。海关关员可能会要求你存一定的保证金,当你最终离开加拿大时如无违反相关海关规定会予以返还。


如果暂住人在期满36个月之后,希望继续留在加拿大或者身份有所改变,在到期之前需要通知当地海关。在离境返回原居地之前,向当地海关办公室报告你准备什么时候、怎样把个人物品运出加拿大,海关人员会交代你有关事宜。


烟酒不分家 免税有额度

作为旅行者或者暂住居民到加拿大,出境游玩回来时可以免税带入一定限额的烟酒产品。携带酒类产品(指酒精含量超过0.5%的产品)进入阿尔伯塔省、曼尼托 巴省和魁北克省的人要18岁以上,其余各省要求是19岁以上。你可以免税带入下列产品中的一项:1.5升的白酒或者1.14升的酒精饮品或者8.5升的啤 酒。烟草类免税物品包括以下所有种类和数量,200支香烟、50支雪茄、200克烟草、200支烟条(tobacco sticks)。但如果同时带有香烟和烟草或烟条的话,有可能只有一部分可以免税,除了在免税店买的或标有免税品字样的部分外,其它可能要被征收特别关 税。


其它物品则根据离境时间长短有不同的规定,比如离境24小时有50加元的免税额,即在境外所买物品总价值50加元以下的部分免税。超过50元部分则需要交税,没有扣减50元这么一说。所购的物品必须随身携带入境,这些物品则不包括烟酒制品。


如果个人离境48小时有400加元的免税额。离境7天以上有750加元的免税额。关于计算离境日期,离开加拿大的当日不算,返回日要计算在内,只计算日期不计算钟点。


有人误以为几个人出去,你买得少我就可以多买一些,大家共享免税额,这种想法是不对的。海关规定免税额不能转让、合并,每个人都是单另算。在日期计算方 面,7天以上是一个最大额度,如果你在海外是9天,同样也还是750元的免税额,而不是750元加上48小时的400元。


另外要注意,利用免税额购买的商品只能是自己的个人或者居家所用,海外亲属朋友送的礼物价值也要计算在内。如果带入的商品属于商业用途,或者给他人带的则不符合免税规定。免税额所含的商品必须是随你同时入境,烟酒制品可以通过邮递过来。


如果瞒报、谎报,海关可以暂扣物品,只有缴纳罚款之后才能拿回。罚款额度根据具体情况而定,约占扣押物品价值的25到80%。


如果没有申报烟酒制品,海关将予以彻底没收。


旅客的违法记录将被存在海关的计算机系统中,对有违法记录的人,未来入关被查的几率会高一些,并且不能加入快速通关服务。


大量现金要报告

不久前两个华人携带大量现金出入境加国被海关检获,案情引起大家的注意。第一起是一位裔男士携带7万元加币现金和价值 3万多元的名表入境未如实申报,最终被判罚3300元,现金与名表最终得以拿回。第二起事件是一华裔女士携带13,000加元现金出境也没有申报,最终她 被定罪,所携款项则全部没收。


按照加海关规定:进出海关如果携带任何现金、金融票据价值超过1万加元,必须向海关报告。本报今年初采访皇家骑警反洗钱中心是得到的解释是,这样做主要是 防止洗钱犯罪和恐怖组织资金周转。加拿大洗钱犯罪额度在几十亿加元左右,加拿大出台了《反洗钱和恐怖组织资金法》来打击这一系列犯罪。


但是,法律并没有限定个人带入(出)加拿大的钱数,不过价值超过1万加元就要向海关申报,这有助于政府调查相关犯罪。如果隐瞒不报将会被罚款500到5000加元,携带款项也可能会被没收。


也许读者已经注意到,上面列举的两起案件的处理结果大相径庭。一个量大反而仅仅处以罚款而没有没收,另一个钱数少却没没收。原因就是第一起案件的被告可以 说明财物来源,法官相信是合法的,只不过没有申报因此处以罚款。第二宗被告因无法解释现金的来源,则最终判决其所带现金全被没收。


食品植物不可轻心

华裔旅客入境往往会携带一些中国的土特产品,这在原居地中国来说是一种太正常的风俗。但是一旦进入加拿大就成了问题,比如大闸蟹在加拿大就成了非常闻名的 禁品。由于加拿大禁止入境的食品和植物的名单每天都有增加,因此无法公布统一的名录。旅客和进口商在入境前最好利用加拿大食品安全检疫署(CFIA)的自 动检索系统(AIRS),可以帮你迅速识别所带物品是否许可入境。


一般来说常见的情况是,很多旅客不申报所带的肉食、兽皮、活鸟、植物和水果,主要是他们不知道这些东西潜在的危害。这些东西有食物(如腊肠、土豆或水 果)、手工制品(如羽毛围巾、植物、木制品)、活鸟、家庭花园砍下的植物等。究其原因是食品可以携带动物疾病和植物病毒。植物和植物制品可能携带外国攻击 型物种入境,诸如昆虫、有害微生物、病毒、真菌和细菌。动物和动物制品可以携带疾病,比如禽流感和口足病等。据估测2003年全国因外来物种造成的损失在 350个亿。


此外,一些很小的国外虫类一旦进入加国会变成有害物种,包括国外所有的活的动物、鱼类、植物、昆虫和微生物。这些有害外来物种有的是食肉动物破坏加国物 种,与本地动植物争抢资源,寄生虫类会危害本国动植物安全,或者带来疾病等危害。这些物种到了新环境中,会肆意扩张会对国家环境造成不可逆转的破坏。因 此,你如果在国外去过农场、接近过家禽或者野生动物,进入加拿大之后14天内不要造访农场、不要接近动物,不要逛动物园等。尤其是你穿过的鞋子和服装要彻 底洗涤,高温烘干。



其它禁止携带的物品

如果带武器、枪械入境必须向海关报告,否则会被指控,武器可能会被没收。有许可证的情况下可以携带爆炸物、焰火和某种弹药入境,详情要与自然资源部联系。


加拿大居民自设航空、航海、业余无线电发射装置需要向加拿大工业部申请许可,因此要有许可才能带入类似设备。如果进口车辆、农场设备或其它大型设备用于建筑、工程等,或者其它货物用于贸易,需要交纳相应的税。


加拿大禁止许多可能危及大众安全的物品入境,如婴儿学步器、红豆(用于制作工艺品)等。主要有以下几类:


▲所有携带的食物、动物、植物等都必须申报。食物可能带有疾病病毒,植物可能带有海外进攻性的物种,动物和动物制品也可能带有疾病病毒等。这些禁入名单每 天都不尽相同,而且可以免税带入的也有严格的数量和价值限制,如果有违禁品被查出,会被处以价值1.5倍或者3倍的罚款。


▲不能携带淫秽物品、仇恨宣传品或者儿童色情制品入境。


▲未有消毒证明的二手床垫禁止入境。


如想携带健康保健类产品进入加拿大,需要登陆加拿大健康卫生部网站查询相关信息:www.hc-sc.gc.ca.


携带他国文物入境,需要相关的出口文件。



出入境注意事项

出发前注意带齐返回加拿大的有效证件,比如护照、加拿大出生证明、公民卡、枫叶卡等。如果带有未成年的孩子,你不是法定监护人,需要携带相关法律文件,在返回加拿大时可能会需要。


离境需要携带一些贵重物品,最好在出境前到海关办理登记手续,海关会给其贴上标签,以便返回加拿大时比较方便认定。或者在出关时向海关生命带有贵重物品,海关会让你填写一张卡片(Y38表),在上面填写贵重物品序列号,当你返回遇到检查时可以出示该卡。


由于珠宝价值难以断定,因此海关不会使用表Y38来登记,海关建议出游尽量少携带珠宝。如果必须携带珠宝,请按照以下程序做:从加拿大保险公司、珠宝商、宝石专家签字的珠宝估价书、鉴定书,并配有珠宝照片;要携带珠宝购买的发票。


如果在境外对珠宝进行改制,比如给戒指增加了钻石,重新入境时将按照新珠宝对待,要申报新的价值。


当你返回加拿大的时候,记住向海关申报所有在海外得到的物品,诸如购买的礼物、奖品、奖金等随身物品,以及随后运到加拿大的物品。还要记住在海外修理、改装车辆、船舶和飞机的费用也要报告海关。



海关关员权利

海关关员有权仔细检查旅客的行李,旅客有责任打开、重新包装自己的行李。除了检查旅客是否违反《海关法》之外,他们还对《刑法》、《移民和难民保护法》部 分犯罪有执法权,诸如发现旅客酒驾、属于通缉犯、盗窃、诱拐或绑架等犯罪,他们可以立即拘捕嫌犯。任何人不管是不是加拿大居民被捕的话,都需要在加拿大出 庭,并受《加拿大人权宪章》的保护。



如何避免高额罚款

携带违禁品者如何避免高额罚款呢?可以采取主动申报、交出的方式,把违禁品投入到机场的专用违禁品回收箱。如果你不确定携带的物品是否属于违禁品,可以向海关关员咨询,如果属于则主动抛弃会避免引起罚款。如果拒不申报被查处,则罚款难免。


允许从美国带入的产品:


动物脂肪或牛油:每人最多20公斤。


烤的食物、糖果:不能含肉,每人最多20公斤。


圣诞树、松枝圈:有些从吉普赛娥泛滥的地区带入的会被禁止入境,旅客最好事先查询CFIA国家进口服务中心。


奶酪、牛奶:每样每人最多20公斤(价值20元以下)


鱼和海鲜:除了河豚(pufferfish)、中国大闸蟹(Chinese mitten crab)外,每人最多20公斤。


干的蔬菜、水果:每人最多15袋,总重不能超过250公斤。


冷冻和罐装的蔬菜、水果:每人最多15袋或者罐,总重不超过250公斤。


新鲜的蔬菜、水果:每人一袋商业包装的美国1号土豆(不超过4公斤);15袋(不超过20公斤)的蔬菜(除土豆外);所有蔬菜必须不带土壤、害虫、叶子、 枝干、蔬菜碎片等;要注意有些从 California、Idaho、 Oregon和Washington出产的蔬菜水果是被禁入的;加拿大各省还有各自的细节规定。


狩猎所得猎物:需要狩猎执照同行。


草药、调料、茶、咖啡:允许入境。


婴儿乳品:商业密封的原包装,供个人使用不超过20公斤。


皮草制品:仅限鞣革


家禽肉类制品(肉干、香肠、肉饼等):每人最多20公斤,包装必须标明产品种类,附原产地证明。


家禽肉(新鲜、冷冻):每人最多20公斤、1只火鸡、包装需标明产品种类、原产地证明。


贝壳和沙子:必须干净没有海洋生物、泥土和沙子;沙子不能进口。


木制品:不能有树皮、昆虫,或者有昆虫活动痕迹。



从除美国以外其它国家可以携带入境的食品:


烤的食物、糖果:不能含肉,每人最多20公斤。


奶酪:每人最多20公斤(价值20元以下)


牛奶、奶制品(任何品种):禁止入境


鱼和海鲜:除了河豚(pufferfish)、中国大闸蟹(Chinese mitten crab)外,每人最多20公斤。


干的水果蔬菜:每人最多20公斤


冷冻、罐装的水果蔬菜:每人最多20公斤


新鲜的水果蔬菜:有的国家生产的禁止入境,需要原产地出口许可证,必须不带土壤或者其它杂物。每人不超过15袋,低于250公斤。根茎类蔬菜,类似胡萝卜、土豆之类的禁止入境,或者厚度小于1.5厘米可以入境。
